The Project Manager, Business & Economic Development, plays a key role in defining and implementing strategies to attract new strategic customers to our region. This role is responsible for coordinating complex customer and community-facing projects that support growth, retention and strategic investment within Entergy Texas’ service territory. The Project Manager servs as a cross functional leader and primary point of coordination for economic development prospects, large commercial and industrial (C&I) customers, site selectors, and public partners, ensuring timely execution of utility solutions from prospect inception through contract execution. The position requires strong project management discipline, stakeholder engagement, and working knowledge of Texas utility regulation. The role offers a unique opportunity to build lasting partnerships and make a meaningful impact on our customers’ and stakeholders’ success.
Responsibilities
Lead end-to-end project management for economic development and customer growth initiatives, including load additions, site expansions, relocations, and infrastructure extensions.
Develop and maintain detailed project plans, schedules, risk registers, and stakeholder communication plans.
Coordinate internal resources across engineering, transmission & distribution (T&D), resource planning, regulatory, legal, environmental, real estate, and customer operations to meet project milestones.
Track scope, schedule, and budget; proactively identify risks and implement mitigation strategies.
Support attraction and retention of commercial, industrial, and advanced manufacturing customers, including hyperscalers and other large-load prospects.
Serve as a utility liaison to state, regional, and local economic development organizations, site selectors, and public officials.
Prepare and deliver utility due diligence materials, including load feasibility, preliminary cost estimates, timelines, and service options.
Participate in customer meetings, site visits, and community briefings to communicate utility capabilities and project status.
Develop customized electric service solutions, incentive strategies and project proposals
Serve as a senior point of contact for large-load prospects, site selectors, state economic development agencies, and commercial/industrial customers
Present options, timelines and utility value propositions to prospects and executive stakeholders
Actively engages with site selectors, company executives, business owners, brokers and public officials to encourage companies to locate or expand in Entergy Texas’ service territory
Generate new business leads and identify expansion opportunities with existing customers and developers
Evaluate electric service availability, infrastructure constraints, and capacity to meet large-load industrial and commercial prospects requested ISD
Coordinate feasibility studies, cost estimates, system impact reviews and preliminary engineering assessments
Oversee utility deliverables for site development, including infrastructure planning, easements, environmental considerations, and capital improvement requirements
Represent the utility in community planning initiatives, economic development coalitions, and strategic infrastructure committees
Support state-wide business recruitment missions, trade shows and industry events, including Board and Committed memberships
Build strong relationships with local governments, regional economic development organizations and workforce partners
Identify opportunities to improve project delivery, customer experience and cross-functional coordination
Support development of long-term load forecasts, capital planning needs, and site prioritization
Lead studies to analyze market trends, industry growth sectors, and competitive utility benchmarks
Requirements
Bachelor’s degree in business or related field or equivalent work experience; Master’s degree preferred
3+ years of project management experience, preferably in utilities, infrastructure, or economic development
Proven experience managing complex, multi-stakeholder projects with aggressive timelines
Excellent communication, negotiation, and stakeholder engagement skills
Strong working knowledge of electric distribution/transmission systems highly preferred
Nice-to-haves
Master’s degree in business, engineering or related field
Certification(s): PMP, CEcD, or equivalent
Experience with utility system planning, capital budgeting, or industrial recruitment
Familiarity with site selection processes, industrial development timelines, and site readiness programs
Understanding utility regulatory environments and economic incentive structures
Customer-centric mindset
Ability to adapt quickly in a fast-moving project environment
High level of professionalism with external partners and prospects
